论隆雪华青的组织定位和转型：从传统华团到公民组织的迈进 A Study of KLSCAH Youth Section in Organisation Orientation and Transformation: From Traditional Chinese Organisations Forward to Civic Organisation

Abstract

吉隆坡暨雪兰我中华大会堂青年团（简称“隆雪华青”)成立千1985 年9 月29 日，是当年雪兰我中华大会堂(2006年更名为“吉隆坡暨雪兰我中华大会堂”，以下简称“隆雪华堂”)参与《华团宣言》重要后续成果之一。隆雪华青的成立基于以下前提意义：一、为朝向转型为公民组织而作准备；二、为应对马来文化霸权，维护族群利益和促进民主转型而作准备。隆雪华堂在签署《华团宣言》之后，着力支持成立华社资料研究中心和民权委员会，然而意识到需要号召更多青年参与和动员，因而成立青年团。本文将从以下几个角度讨论：第一、民主理念与组织实践的结合；第二、如何承担公民社团的责任，推动国家和社会的民主觉醒；第三、回馈华团，隆雪华青是否可以促成传统华团内部转型，以迎合当下公民社会的形成趋势。本文从隆雪华青成立背景开始谈起，阐述隆雪华堂和隆雪华青的关系；其次从隆雪华青组织章程的沿革，论述组织的形成。最后根据隆雪华青举办的历年活动和个案展开讨论。

The forming of the Youth Section (KLSCAH Youth Section) of the Kuala Lumpur and Selangor Chinese Assembly Hall on 29 September 1985 was one of the important follow-up results from the participation of Selangor Chinese Assembly Hall (later changed its name to "Kuala Lumpur and Selangor Chinese Assembly Hall" or KLSCAH in 2006) in the 'Joint Declaration of National Chinese Guide and Associations, 1985' ( 《华团宣言》）．The establishment of KLSCAH Youth Section is based on the following prerequisites: Firstly, to prepare for the transition of KLSCAH to a civic organisation; Secondly, to counter with Malay hegemonism, prep扛e for safeguarding ethnic interests and promoting democratic transformation. After signing the 'Joint Declaration of National Chinese Guide and Associations', KLSCAH supported the establishment of the Resource Centre for Malaysian Chinese Studies and the Civil Rights Commission. Furthermore, in order to call for more youth participation and youth involvement, the KLSCAH decided to set up a Youth Section. This paper will discuss the role and transformation of KLSCAH Youth Section from the following perspectives: Firstly, the integration of democratic ideas and organisational practice; Secondly, the way to build up the responsibilities of civil society and to promote the awakening of democracy of the state and society; Thirdly, the contributions of KLSCAH Youth Section to the internal transformation of traditional Chinese organisations in meeting with the current trend of the development of civil society. This paper begins with the historical background of KLSCAH Youth Section, followed by the explanation on the relationship between KLSCAH and its Youth Section. The paper also explores the constitution of the KLSCAH Youth Section related to its formation, and finally discussion on analysis of past activities and selected cases.
